Haneda Airport was returned to Japan by the USA in 1952, and relaunched as the air gateway to Japan. Due to financial poverty after the war, the government only had enough budget to pave the taxiway and apron.

Given the circumstances, the Japanese government opted to build the terminal with private capital (under Cabinet approval). Japan Airport Terminal Co., Ltd. was established in 1953 with the cooperation of major companies in the business community. The terminal started operation in May 1955.
